Kujirai Taichi has been selected to be the leader of the staff at the Taiji Municipal Whale Museum. Despite enlisting the aid of Shiraishi Yui who came from a Tokyo aquarium, and the museum curator Mashiba Nozomi, Taichi and the staff are perplexed by the low turnout of visitors. Then Taichi hits upon the idea to hold a staff created "whale festival" in order to generate hype for the museum. They don’t care how far the community has fallen so much as how high they can rebuild themselves.

This idea of regulating emotion and what traits men are able to possess creates a toxic atmosphere for men who are often told they should not cry or represent their emotions in any physical way. These characters represent that men can be joyful, emotionally conscious, and sensitive, while also representing their masculine identity instead of painting those qualities as fighting against their masculinity.
