As it turns out, the evil hand of drugs has reached the inner palace of the Shogunate. It was thought that the opium was coming from Nagasaki, but it turns out that it was reaching Edo through smuggling purchased from foreign ships. However, Nagasaki magistrate Toyama Saemon-no-jo is powerless to do anything about it, and his only hope is his own son, Kinshiro...
