This film, directed by Banmei Takahashi, is an adaptation of the novel of the same name by Atsushi Mizoguchi. It depicts the love-hate relationship between an older brother who tries to live an honest life and a younger brother who tries to return to the world of crime. Shigetoku, the younger brother who made a name for himself in the yakuza group "Toryu-kai" alongside his older brother Atsuhiko, is arrested after a conflict with a rival organization. Eight years later, Shigetoku returns to Atsuhiko, who has gone straight, but Shigetoku shows resentment towards Atsuhiko's lifestyle.

Even without the messaging, Mercy does not hold up as a movie. It's sloppily done and the mystery doesn’t tie together at the end.
